For years, the Google Page Ranking (PR) a webpage is assigned has been exclusively defined as a function of its backlinks (external links pointing to it from another website). That's true, of course ; external links remain the backbone of Page Rankings, with all the well-know criteria: quality, quantity, and relevance of those links, plus some other subtleties.
However, don't neglect internal links, either. They connect (physically and conceptually) pages within one website and are an important part of a site's structure. Internal links indicate, to users and search engines alike, that you care about the internal relevance of all your pages.
